Electricity

TEA provides services to industrial and commercial customers and to aggregation groups evaluating their alternatives under retail customer choice programs. TEA provides independent, unbiased advice across a wide variety of issues:

• Assessment of utility tariffs, rules and expert witness testimony before state utility commissions
• Analysis of customer alternatives under retail choice programs
• Gather and assemble client billing data, metering data and related information
• Provide detailed description of tariff options, customer choices, key decision dates, benefits and risks
• Confirm client's strategic objectives and specific requirements for purchasing products from non-utility suppliers
• Education of customer staffs in the fundamentals of energy procurement
• Competitive procurement of energy supply and related transmission and risk management services
• Contract negotiation
• Evaluation of Energy Service Supplier performance and savings
• TEA provided power management services for Oregon's first retail direct access customer to purchase power from a non-utility supplier.

TEA is certified as an Aggregator in the Oregon Direct Access Program by the Oregon Public Utility Commission. TEA has assisted clients in organizing, leading, and managing aggregation groups that in some cases achieved measurable savings for customers, which included schools, universities, colleges, airports, counties, cities, water districts and fire districts.

Natural Gas

Larger natural gas consumers have the option of procuring gas supplies from competitive third-party suppliers, using their local distribution company for gas transportation only, under a transportation-only utility rate, or through direct connect to the interstate pipeline. TEA has assisted a number of large industrial customers (steel mills, wallboard manufacturers, paper mills, etc.) in procuring competitive retail gas supplies. Working as an extension of the industrial customer's staff, TEA assists with analysis of direct connect economics, supplier selection, criteria of evaluation, risk management, contract negotiation and other areas as desired by the client.
